1859 Letter from JJ Dilley 5 Dover Street Piccadilly, to the Post Office explaining how he, together with a friend, managed to send and receive an unstamped letter without cost to themselves. Dilley confirms that his motives were only to alert the Post Office to “..the inefficiency of your new regulations, to prevent fraud..” and makes his point by attaching an unused 1d SG40 as recompense for the ‘fraud’. Blue received code N cds 24th Feb 1859. Letter split but fine.
